Niyazov (1940-2006) was the Soviet, then post-Soviet, leader of Turkmenistan and one of the world's most notorious dictators. The volume provides English versions of his principal speeches, declarations, and letters. His self-ascribed epithet of "Turkmenbashi" means "Great Leader of All Turkmen." A bold claim, requiring back-up, which this volume purports to supply.
This book's Volume 2 sibling—of which, for some reason, we do not have a copy; how is that even possible?—is entitled "Unity, Peace, Consensus." Beware of regional tyrants brandishing giant abstractions.
